Opper AI: a Stockholm gateway to EU-hosted models, set up step by step
Opper is a Swedish model gateway that can keep every call on EU-hosted routes. Here is the key, the EU-only setting, the test and the Locul setup.
Quick answer
Sign in at platform.opper.ai, add credit under Billing, then open Settings > API keys and create a key. The OpenAI-compatible base URL is https://api.opper.ai/v3/compat. Pick a model with an EU route, such as tensorx/deepseek/deepseek-v4-pro, which runs in Ireland and Finland, not in China. In Locul, open Settings > Model > Open models, pick Opper, paste the key and press Test. Opper's gateway runs in Stockholm and keeps usage metadata only.
Who is Opper AI a good fit for?
Opper suits firms that want one Swedish account for many open models, with a rule that keeps every call on EU routes.
Opper is a Stockholm company that runs a model gateway: one API key, many models, from many hosts. Not every host is in the EU, so the choice of model route matters. In Locul, the Opper models are ones hosted by TensorX (Ireland and Finland) and Lyceum (Germany), both inside the EU.
"With an EU-only model access rule, model calls run only on EU routes"
Opper docs, Security
"Opper never uses customer data to train models, and never shares it with providers for training."
Opper docs, Security
On the Gateway plan, Opper says it stores no prompts or outputs, only usage metadata. Its main production systems run in AWS Stockholm (eu-north-1), with a second site at evroc in Stockholm.
DeepSeek the model, not DeepSeek the company. DeepSeek's own API runs in China. On Opper, tensorx/deepseek/deepseek-v4-pro is the same open-weight model run by TensorX in the EU, so prompts never reach DeepSeek's servers. Always pick the route with the EU host in its name.
| Provider | Country | Where prompts run | Prompts kept? | Used for training? | Pick in Locul |
|---|---|---|---|---|---|
| Scaleway | France | Paris (fr-par) | Not kept by default | No | GLM-5.3 |
| Mistral AI | France | EU endpoint, api.eu.mistral.ai | Zero retention on request | Free plan may; opt out or use a paid plan | Mistral Medium 3.5 |
| OVHcloud | France | Gravelines | Not stored | Not stated; data not stored or shared | Qwen3.5 397B |
| IONOS | Germany | Berlin | Never logged | No | Qwen3.5 397B |
| Infomaniak | Switzerland | Swiss data centres | Not recorded | No | Qwen3.5 397B |
| Opper (this guide) | Sweden | Stockholm gateway, EU model routes | Usage metadata only | No | DeepSeek V4 Pro (TensorX, EU) |
How do I get an Opper API key?
Sign in to the Opper platform, add credit, then create a key under Settings > API keys.
Go to platform.opper.ai and sign in or create an account.
Add credit
Open Billing and add credit before the first call, otherwise the key works but every request is refused.
Set the EU-only rule
In your organisation's model access settings, turn on the EU-only rule so no model outside the EU can be called with your keys, even by mistake.
Create the key
Open Settings > API keys, create a key and name it, for example "Locul, Elin's Mac". Copy it into Locul or your password manager.
What is the Opper base URL?
The OpenAI-compatible base URL is https://api.opper.ai/v3/compat, served from Stockholm.
Test your key before you open Locul:
# paste your key into the variable first, never into a shared file
$ export OPPER_API_KEY="paste-your-key-here"
$ curl https://api.opper.ai/v3/compat/chat/completions \
-H "Authorization: Bearer $OPPER_API_KEY" \
-H 'Content-Type: application/json' \
-d '{"model":"tensorx/deepseek/deepseek-v4-pro","messages":[{"role":"user","content":"Reply with one word: ready"}]}'A working key returns JSON with a choices list:
{"object":"chat.completion","model":"tensorx/deepseek/deepseek-v4-pro",
"choices":[{"index":0,"message":{"role":"assistant","content":"Ready"},"finish_reason":"stop"}],
"usage":{...}}Which Opper model should I pick in Locul?
Pick DeepSeek V4 Pro on TensorX: a strong open model on an EU route with zero data retention at the host.
| Model ID | Runs at | Use it for |
|---|---|---|
tensorx/deepseek/deepseek-v4-pro | TensorX, Ireland and Finland | Recommended. Long documents, bots with tools |
lyceum/deepseek/deepseek-v4-pro-0813 | Lyceum, Germany | The same model family on a German host |
tensorx/z-ai/glm-5.3 | TensorX, Ireland and Finland | Z.ai's GLM-5.3, a second option |
How do I add Opper to Locul?
Open Settings > Model > Open models, pick Opper under In your region, paste the key and press Test.
Open Settings, then Model
In the Locul desktop app, open Settings and choose Model.
Choose Open models
Pick Open models (marked Recommended), then find Opper under In your country. Each row shows where the provider runs and whether it trains on your data.
Pick the model
Under Model, choose DeepSeek V4 Pro (TensorX). Locul tags it Recommended.
Paste the key
Under Access key, paste the key into the field and press Save and test. The Get a key link opens the right page at Opper if you have not made one yet.
Run the connection check
Under Connection check, press Test. Ready means chat and tools both work. Ready with limits means the model can chat but could not use tools in the check, so pick another model for bots that read files.
Where the key lives. Locul saves it in your Mac's Keychain. It never shows the key again and sends it nowhere except Opper.
Why does the Opper connection check fail?
Usually because there is no credit on the account yet, or the EU-only rule blocks the model you picked.
| Code | Locul says | What to do |
|---|---|---|
| 401 | "Opper did not accept your access key." | Copy the key again from Settings > API keys, or create a new one. |
| 404 | "Opper does not offer tensorx/deepseek/deepseek-v4-pro for your account." | With the EU-only rule on, models without an EU route are refused. Pick a model whose ID starts with tensorx/ or lyceum/. |
| 402 | "Opper says your account has no credit left." | Add credit under Billing on platform.opper.ai. |
| 429 | "Opper is asking us to slow down." | Wait a minute and press Test again. |
| No answer | "Could not reach Opper." | Your network blocks api.opper.ai. Ask IT to allow HTTPS to that address. |
| Format | "That does not look like a whole access key." | The key is one long line with no spaces. Copy it again in one go, without a line break at the end. |
What does a real request on Opper look like?
A messy, everyday job with client names in it, the kind of work this setup is for.
Here is a request an associate at a Stockholm law firm might send to a Locul bot running on Opper:
Opper's gateway in Stockholm sends the lease only to EU-hosted model routes, and keeps usage metadata only.
How fast and how good is Opper in Locul?
We are timing real office tasks on Opper with the recommended model, and the results will be published here.

What is Opper AI?
Opper is a Swedish AI gateway: one API key gives you many models from many hosts, with rules such as EU-only routing. It runs its gateway in Stockholm.
Where is Opper based?
In Stockholm, Sweden. Its main production systems run in AWS Stockholm (eu-north-1), with a second site at evroc in Stockholm.
Is DeepSeek on Opper safe for EU client data?
Only on an EU route. DeepSeek's own API runs in China, but on Opper the model tensorx/deepseek/deepseek-v4-pro runs at TensorX in the EU, so prompts never reach DeepSeek. Turn on the EU-only rule to be sure.
Does Opper store my prompts?
On the Gateway plan, Opper says it stores no prompts or outputs, only usage metadata, and never uses customer data for training.
Is Opper free?
Opper charges for model use from prepaid credit; see Opper's pricing page for current rates.
